Late yesterday evening, President Joseph R. Biden, Jr. took decisive action by declaring an emergency in Guam. This declaration comes in response to the devastating impact of Typhoon Mawar, which began on May 22, 2023, and is ongoing. President Biden’s declaration authorizes federal assistance to supplement the territory and local response efforts, aiming to address the emergency conditions and provide relief to the affected population.
Federal Assistance to Alleviate Hardship:
The President’s declaration empowers the Department of Homeland Security and the Federal Emergency Management Agency (FEMA) to coordinate and implement disaster relief efforts. The primary objective is to alleviate the hardship and suffering faced by the local population as a result of the emergency in Guam. This includes providing assistance for emergency measures authorized under Title V of the Stafford Act to save lives, protect property, and ensure public health and safety. The declaration also aims to mitigate the threat of further catastrophe in the territory.
FEMA’s Role and Responsibilities:
As part of the emergency response, FEMA is now authorized to identify, mobilize, and provide necessary equipment and resources to mitigate the impacts of the emergency. This allows for a coordinated and efficient approach to addressing the immediate needs of the affected areas. Additionally, FEMA will provide emergency protective measures, categorized as Category B, which includes direct federal assistance. These measures will be funded at a rate of 75 percent by the federal government under the Public Assistance program.
Federal Recovery Operations Coordinator:
To streamline and oversee the federal recovery operations in the affected areas, Mr. Benigno B. Ruiz has been appointed by FEMA. As the coordinator, Mr. Ruiz will work closely with local authorities and stakeholders to ensure the efficient delivery of federal assistance and the coordination of recovery efforts.
